They are also the one person in the entire process (well, two, along with the PM) who should have the ability and responsibility to talk directly to every stakeholder--kind of like the state of Wyoming has only one Congressional representative in D.C. speaking for the entire population of that state.
So in addition to "human shield" and "U.N. diplomat," I'd like to add to the BA analogies: "small population state Congressman." :-)
