I think what Tim was trying to say was: you can't work with BA's, so don't even try.... but that was probably just the Crystal Light speaking... or perhaps he was trying to say that in the best case, with a talented BA, you can get them to do things that will make your life way easier, like:

1. Get stakeholders to tell you the requirements in a cogent, non-contradictory way
2. Document hidden business rules and other things that need documenting (that list of 47 airports for that one dropdown)
3. Write specifications that you don't have to write.
